CEO
Paul Worsfold is the CEO of Palisade Strategies, LLC and CEO and Managing Member of Palisade-Heritage Joint Venture (JV), LLC. Both companies are Service-Disabled Veteran Owned Small Businesses which provide customized solutions to improve patient lives and outcomes. Palisade and the Palisade-Heritage JV combined are the largest provider for the First and Emergent Pharmacy Fill and Disaster Response Plan for the Department of Veterans Affairs. Palisade-Heritage JV also services the Camp Lejeune Family Member Program which provides medical care to those family members stationed at Camp Lejeune from 1957-1987 and who developed specific covered medical conditions.
He has more than 36 years of leadership and management experience within the healthcare industry and US Army.
After graduating from the United States Military Academy at West Point, he became an Armor Officer and served during Operation Desert Storm. He worked at the Department of Advanced Research Projects Agency (DARPA) and 10th Cavalry and received numerous military decorations as well as the Airborne and Air Assault Badges. He earned a Master of Business Administration from Embry-Riddle Aeronautical University.
He has served in his community as a Boy Scout Leader, soccer coach, West Point liaison officer and member of numerous civic organizations and is currently on the Board of Directors for the Jacaranda Condo Association located at the Tradewinds Island Resorts. Paul spends his spare time building nature trails. He is the proud father of 3 children and been married for 34 years.
Todd Hardin

Todd Hardin is the Director of VA Accounts and the Camp Lejeune Family Member Program (CLFMP) for Palisade Strategies and the Palisade-Heritage Joint Venture (JV), LLC. He has more than 13 years of leadership and management experience within multiple industries including healthcare, telecommunications, and IT.
He graduated from the University of Central Oklahoma with a bachelor’s in Business Administration. After graduating, he worked for AT&T as a liaison between IT and government/private industries. Todd also worked for Heritage Health Solutions as a Senior Operations and Account Manager for both the VA and the CLFMP. He earned a Master of Science degree in Cyber Security Management from Embry-Riddle Aeronautical University.
He has served in his community as a Boy Scout volunteer, grade school tutor, and a volunteer to the homeless. Todd spends his spare time kayaking, traveling, and learning about new cultures. He is the proud father of one child and been married for 15 years.
Vanessa Garcia

Vanessa Garcia is the Sr. Director of VA Programs & Customer Care at Heritage Health Solutions. She started her career as a Pharmacy Technician in 2006 and further obtained a BS in Education from Texas Woman’s University. Vanessa joined Heritage Health Solutions in 2011 and has been a leader in the company since 2013.
She has broad experience in pharmacy and medical services that enables her to identify a wide range of solutions depending on the client’s needs. Vanessa epitomizes a solutions-oriented attitude and is dedicated to giving her clients the best service possible.
